OK, correct me if I'm wrong, but the medal is awarded by Congress and presented by the President. The article makes it out to be "awarded" by Obammy, as if he decides who gets the medal or not.

The website of the Congressional Medal of Honor Society (chartered with that name by President Eisenhower) will explain. Also note that even they never refer to the decoration as anything but, The Medal of Honor.
