Okay, so prosecute the abusers and put them in jail.

But that will cost us more than the foods stamps were costing right? So offer them a suspended sentence if they agree to exile for the term of their prison sentence.

Then work out a deal with some third world countries. We'll send you people that are better educated than the average person in your country.

This will have several effects:

  1. While in exile they'll have to fend for themselves without U.S. gov't aid.
  2. If the third world country can put them to work, they may find meaning for their lives.
  3. They might choose to stay in their new third world country home. (Big fish in a small pond as opposed to a small fish in a big pond).
  4. Those that do come back after their prison sentence, might appreciate the U.S. a little more.

And if this works, duplicate the glitch in more cities.

What you suggested is not so far-fetched. I had a black co-worker once who'd lived in the DC area. He told me this was not an uncommon means of escape from the crappy public schools and culture for parents who really cared. Ghana, as just one example, offered high school boarding schools for about $800 per year. Most of these schools were run by Catholic orders or Protestant missionaries. Great structure, great discipline and great education. Most of the American students made friends with the local families and spent the holidays with them.

The tickets were rather pricey, almost as much as the school year tuition, room and board. But for less than $2000, his kids got a great education, made some decent friends and avoided the gang and drug thing completely. They also came home more respectful and appreciative of what we have in America.

It may not be a great solution for kids already into drugs and gangs. They don't deal with those kind of problems with kid gloves . . . but for basically decent kids who haven't gone in that direction, it can be a life changing event.

The entire DC area could send their kids for far less than what the taxpayers spend now.
