You're instincts are exactly right. This was the proverbial "Shot across the bow", right up there with barrackading the war memorials. It was a quick and subtle "Look what I can do", just enough to make someone know just how far over the edge we are hanging, and what could happen if the real push is given.
The low-information voters are barry-boy's brown-shirts. When he give the nudge, it will make the Night of the Broken Glass look like a picnic...
