I’ve seen a short dog jump a fence-my niece has a rescue pitbull puppy that came with her to visit me from out of town. The dog is very attached to my niece, at that time had attachment issues. So we were swimming in the pool out back, which is fenced in. We had the dogs lying around watching (they won’t get in, I couldn’t have kept my cocker out!), when my niece left for a minute to go inside. That pitbull, still a puppy, jumped up and cleared the fence to follow her! It was amazing, and hilarious, it was like seeing a dog fly, lol
