There are no state laws, yet, forcing companies to hand out free food I am aware of. If there was, leftists would crash the system on a regular basis.

Here’s a “profound” idea: Why don’t we just make all food “free” and tax the living crap out of the people who work to pay for it. Make it like health care.

No, but I'd bet there are state laws about unilaterally declining purchases that have been approved by the state. There is no notification given at the register that the person is over their limit (save for the decline) nor is there even any notification that the person is using an EBT card unless there's a problem or they tell you. All the cashier knows is "the transaction was approved... next!"
