Several Birth Centers in Tennessee have been closed down recently by the Department of Health, and not for bad patient outcomes. Nurse Midwives are also being targeted. I suspect they are trying to move all births into hospitals where they can be more easily controlled (e.g., make sure newborns are given their shots immediately after birth).
In TN as I imagine every other state you are given a D.L.# at birth along with your SSN.
