If anyone circumvents Congress for debt issuance the 14th Amendment’s Constitutional guarantee of paying the debt would be nullified since that debt was issued without Constitutional authority.

IMO.

Heck, the 14th amendment grants no “power” to anyone to pay debts, it just establishes a responsibility to pay them. Furthermore, the amendment reinforces explicitly that it is Congress who has that responsibility, not the President.
