- think that enforcing every law, regulation, executive order, and rule is silly
- Enjoy a live and let live philosophy
They feel like the tourists - the ones who are ultimately paying their salaries - are second class citizens (or serfs) because they aren't part of the government. Hence they're entitled to be as nasty to them as they want.
