Good idea!

Also, make all communications in writing and insist that the official inform you of the disposition of your complaint.

Bureaucrats know they can be held accountable for the ignored illegal acts of subordinates. Rare is the ‘crat willing to risk his/her hide for a mere subordinate, so insist, in numerous letters if necessary.

They will respond.

When forced, that is.
