No, this guy was long ago promoted beyond his abilities and common sense. There are very few flag officers these days who are not what my grandfather would referred to as political strumpets.

One of my all-time favorite statistics:
At the height of WW II..the US had some 16 MILLION in uniform. Today, the number is about 2 million, yet we have more than 4 times the number of flag rank general officers/admirals than we did back then. It's called "rank" inflation..
