What you've outlined is a somewhat dramatic series of events. Sam Francis's point was that anarcho-tyranny is already with us. We have a mild form of it. Latin America is probably about as bad as it gets. Somalia is Mad Max bad, but we have neither a majority black nor a majority Muslim population, so I don't see anything like that happening here.
Obama is not negotiating because he sees Obamacare, rightly, as his signature accomplishment that will win the Democrats majorities for a while. It dings the top 25% of households for thousands of dollars each, but benefits a chunk of the bottom 75% of households by providing them with insurance they couldn't otherwise afford. It's a no brainer for him and the Democrats. The GOP is also wise to oppose it for the same reason that it's a no brainer for the Dems - once in force, it will spike insurance costs mainly of GOP households, and potentially put an additional $100b annual hole in the Federal budget deficit.
