Cruz is not supposed to. The POTUS is supposed to follow long-established precedent (in the Constitution, remember?) and negotiate a way out rather than behave tyrannically and insist on his way alone.

You apparently have either had your head in the ground this whole time or are purposefully lying about Senator Cruz.
Cruz's plan was always for the House to defund Obamacare because constitutionally, they are the ones responsible for funding the government.
He did what he could in the Senate to get the GOP to do the right thing and not vote for cloture, sadly, we have too many liars, cowards, and traitors in our midst in the Senate to accomplish that.
So, either get informed, or quit lying.
