Yes, Basically what Shawn has said regarding manipulating patrol areas and staffing efforts/focuses are true.
The end result is misapplication of resources, therefore less captures, meaning the DHS and Obama can say; “See, numbers are down so we are effective in protecting the border.” Which, of course, is a lie.
The BP Agents in the field are frustrated over being told by DC where they can go and not go. The Agents know where they are needed and can have the most impact. When DC sets areas of focus and non-focus (I guess you can say “stand down” in an area), the Agents get angry for they hate being manipulated for partisan purposes.
