I can hardly believe the cops don't have an identity.....from the car registration, insurance card (maybe she didn't have a current policy) or driver's license.

They know, they just aren't telling. A simple tag number will ID the owner of the vehicle. If not her, a phone call to the owner will tell the tale. Unless the car is stolen, of course.
