I recommend watching the video. The delivery and audience response are important. But here's the transcript:
JAY LENO: Welcome non-essential employees! [Cheers and applause] How many are here because all the museums and state parks are closed? That's the only reason you're here. [Laughter] Yeah.
Well, we got the government shut down, but the beginning of ObamaCare. So ObamaCare has started. You know what that means? You can now complain to your doctor about the government making you sick. You see that? [Laughter and applause]
How many are worried about the government shutdown? [Light laughter, no applause]
How many are more worried about it starting back up? [Cheers and applause]
Yeah, that's the problem. Let me tell you something. Let me tell you something. I am glad the government has shut down. Think about it. For the first time in years, its safe to talk on the phone and send e-mails without anybody listening in. This is fantastic! You can talk to whoever you want! Fantastic! [Cheers and applause]

The government has so far removed itself from Americans that it can easily shut down large parts of it and nobody would miss it. I feel a little for the workers, but the gov has forced the private sector to unload folks for years now and they didn’t get paid after all was said and done like federal workers will. What goes around comes around.

Many years ago a freaky kid came into the hospital cafeteria with a Mohawk haircut, weird colors, etc., etc. When I saw him I just started laughing. Didn't get mad or make nasty comments (as he was expecting). Just laughed at him. He looked away kind of rattled, paused and hesitated, and just walked out and left the building. I learned a valuable lesson. people can withstand verbal attacks and directed anger but will crumble when confronted with derision and laughter. So yes Obuma is funny and we need to laugh at him

Why is Ca shutting down their STATE parks? Apparently, the state of CA no longer funds their parks (or the funding levels have been decreased). I found out about this in August, when I went to visit family. My mother had tried to get a reduction in the $10 park fee because she had arrived less than an hour before park closing (due to the Bay Bridge being closed, traffic everywhere was snarled). The park ranger would not discount the fee, since the park was essentially running on user fees.

This is what happens when you stick your finger into the eye of a tyrant.
Be afraid. Be VERY afraid.
HOWEVER, embrace that fear, and it will make you strong.

There was another funny line about the Treasury Department being shut down and the Treasury Secy. not having anything to do - - “No money in the Treasury - what’s he gonna count?” (LAUGHTER)

The rest of NBC’s lineup should be cancelled, and Leno should be on 24/7.
Thanks St_Thomas_Aquinas.
