The House is doing its job, it is the President who ignores the Constitution
Obamacare has nothing to do with this. It is all about ceding all control to the executive. That is what they want. That is why Reid just stated - How in the world can they (house Republicans) demand what is funded and what is not funded ?
Duh. Because the US Constitution makes it so.
