I don't believe it was for “theater” at all.
I believe it was one of many deliberate acts to cause the most pain, harm and inconvenience to the most Americans possible by that arrogant, egotistical, petulant creature in the WH. After all, the order to close the memorials came from the Office of Management and Budget in the WH.
