I spent time in NOLA long before Katrina and my lasting memory of the place is that it smelled bad.

But there are lots of “chocolate cities,” and they all are relying on your pennies in their failing effort to keep afloat while continuing to hand out “free $h!t” to their residents. Try DC, Newark, Detroit, Baltimore, the list is endless. You see a major city in decline, and I will bet you that it has a chocolate population and most likely a chocolate city council. Sometimes it takes a very long time (just look at Detroit after thirty years of Coleman Young through Dave Bing), but they all eventually go under. Just a very sad commentary, but all too true.
