I don't think they give them away, there's a fee. You know how democrats hate to pay for anything. Of course, as with cell phones, there may be a special Obamadog program for adopting a pound hound. If you're on food stamps, you can adopt a dog for free. Sounds like something the democrats would do. If someone can't support themselves, let them adopt a dog they can't support.
