How can a potus unilaterally change “the law of the land” before it is even enacted and unliterally exempt the entire US congress, their staffs, and entire special interest groups from complying with it?

I heard that there is some language in the law that allows the HSS to make regulatory clarifications as necessary to implement the law. That is where the additional twenty thousand pages of administrative regulations came from.
