What will this identifier be like? A file placed on the user’s computer by the browser? If so, the file can be deleted or refused by non-Chrome browsers.
The current model for the internet is stupid. Free, unrestrained access for all, including hackers and nigerian scammers. Entertaining websites that exist only to put ads in front of the user. Extensive machinations behind the scenes to catch the attention of the user with ads.
A pay per service model would be better. It will never happen.
