El-Presidente has been dealing with evil people all his life. The problem is that his dealings have all been with them as mentors or fellow travelers. Now, as El-Presdidente he has to deal with them on the other side of the table. This he is not used to. Always before evil has recognized him as a fellow traveler, indeed he is a fellow traveler in the desire to forever destroy the concepts of freedom and upward economic mobility in the world. However his foreign opponents don’t share all his ideals and have their own agendas. Most notably THEY each want to be at the top of the world ruling class, not be subject to his dictates.
Now he has opponents that have the same lack of morals as he does. He has opponents that also believe the end justifies the means. He has opponents that won’t cower at the threat of being called a racist. He has opponents that are also ruthless immoral people, willing to be as nasty as he is. He has opponents that are also willing to make things up and demand that everyone accept their lies as truth. He’s never had to deal with that on the OTHER side of the table! People doing these things have always been on his side!
This is why he is always outclassed and out maneuvered in the foreign policy front. I think that to this day he is still baffled as to why foreign leaders don’t cower at his feet like Republicans do.
