How can a senator ram through funding, when only the House is allowed to do the funding?

If the RINO's cave to Harry Reid again and vote to cut off debate (cloture) with what Reid wants left intact.

Why are the RINO's so scared of shutting the government down?

All they have to do is tell people over and over that the only thing that won't get funded is Obamacare- That the dems are insisting on forcing O Care on the people
