Excellent speech - need the transcript. Reliable paraphrase below:

We were told that rights come from govt, by kings and queens, and they are to be given to the people by grace, to be taken away by the whim of the ruler. That has been the state of affairs for most of the history of humanity...

A revolution of ideas began this nation. it was two-fold. Our rights come from God. We hold these truths to be self-evident...endowed by our Creator-—not a king, not even our President. Sovereignty derives from “We the people.” It is the only place sovereignty has ever resided in the USA.

The Constitution was created to LEND power to govt-—and I would suggest, only on good behavior. Jefferson referred to the Constitution as “Chains that bind the mischief of govt. “

THAT sovereignty is an idea that we need to get back to, I am going to suggest that for some time the Senate has not behaved asif we the people are sovereign....

It is the core of our job to listen to the Sovereign, which is WE THE PEOPLE.
