Secretary Kerry emphasized that in the face of conflict and disaster, we should strive to protect women and girls from sexual assault and other violence," reads the State Department press release.

Better to air drop $100 bills over South Chicago. At least that might get enough people stoned enough to drop the murder rate for a couple of days.
Congress gives some agencies a slush fund.... Republicrats approve of such spending because they get their pet projects (aka pork) in the bills also. It’s the D.C. way. They spread the wealth to their friends who return the wealth in campaign donations and other ways and my kids get left with the bill.
That is my guess. Technically you are correct if we followed our Constitution.

First he will appoint Bill Clinton as “Ambassador at Large” to “study the problems of violence against women”....
Clinton and Anthony Weiner will conduct seminars on “How to Treat a Woman with Dignity & Respect” (ice will be provided).
This will be a bi-partisan campaign. Kerry & McCain will teach on “How a Loving Husband helps His New Wife Spend Her (Inherited) Fortune”.
