Couldn’t this be just viewed as the next step in Dewey’s vision for centralized control of the education process of America?

Yes, more of what has been taking place for a generation or better, and yes, Dewey is a Founding Father. I would say that how it differs from the past is only that it has been unified across the entire national spectrum, and codified in a consistent manner that makes it a readily useful tool to shape education coast to coast with a single system.
