Does that mean an inland, hidden compound on a lake? Just wondering.

After winning the bid on the contract, Blackwater trained over 100,000 sailors.[8]

IF that info is correct and that's a big IF they could be referring to these guys.

They used to be known as Blackwater a merc out fit run by Eric Prince but the only training facility I can find is in the San Diego but that doesn't preclude a site being leased in Northern California under a cover name.
That being said the info opens some interesting possibilities.
