Three reasons.

Parents and teachers can’t see the curriculum.

Data regarding children’s “attitudes and beliefs” can be compiled.

A “remediation plan” can be developed and administered to change the attitudes and beliefs of children, without parental knowledge or consent.

I heard Sam Blumenfeld explain this 20 years ago.
