I think being locked in the stocks for 24 hours in the rain and the heat of day and cold of night while people are laughing and throwing dog sh!t at you and you are p!ssing down your leg would tend to have a wonderful deterrent effect on many petty criminals.
Repeat offenders could be tied to the whipping post and given 25 lashes.
If that didn't work, there is always the "ducking stool" with extended periods of under time for proper "reflection" on one's sins.
Or (for real recalcitrants) we could just hang them like we used to do to horse thieves, bank robbers, rapists, child molesters, kidnappers, and murderers. That worked pretty well, too!
