230-189 is “along partisan lines?” And five RINOs abstained, so that means that 19 Dems voted to defund? Why is that not “bipartisan?”
Exactly right. There are two Dem - Yes and ten Dem No votes.

First, only 3 Republicans did not cast a vote.
Second, one of the Republicans that did not vote was Jaime Herrera Beutler (R-WA), who has a solidly conservative voting record but who has been at the hospital with her very sick baby for weeks now (she did fly down once for an important vote that was going to be close).
So, at most, you can say that two RINOs abstained, Hanna (NY) and Tim Murphy (PA). Hanna is reflexively pro-abortion, but usually votes conservative on economic issues such as Obamacare; Murphy is a social conservative who is more populist on economics (basically a close fit for voters in SW PA) but who has always opposed Obamacare. I don’t know why the two didn’t vote, but it is far likelier that they just happened to be absent at the time the vote was held than that their RINOism caused them to abstain.
Only 2 dems and 1 pub didn’t vote along party lines so ... yes ... it was a vote down party lines
