Washington DC's Capitol Police have ordered a review into a BBC report that an armed police team was ordered not to respond to Monday's mass shooting.
A tactical response team from the force was told by a supervisor to leave the scene instead of aiding municipal officers, police sources told the BBC.
The Capitol Police sources suggest they could have saved lives had they been allowed to go in.
Aaron Alexis, 34, killed 12 people at the Washington Navy Yard.
In a statement on Wednesday, the US Capitol Police Board said the force's Chief Kim Dine had asked it to conduct "a comprehensive, independent review of the facts surrounding the Capitol Police's response to the Navy Yard shootings".
The Capitol Police Board said it had responded by establishing a "Fact Review Team", led by Michael Stenger, a former assistant director of the US Secret Service.

Just weeks before Washington Navy Yard shooter Aaron Alexis went on Monday’s bloody rampage, he was kicked out of a military housing complex in Rhode Island after complaining about noises coming from the linen closet.
The information is the latest insight into the troubled state of mind of Alexis in the weeks leading up to Monday’s massacre during which he shot and killed 12 people dead.
Alexis was living at the Naval Bachelor Enlisted Quarters in Newport, R.I., until early last month when he complained about hearing noise coming from the linen closet and was forced to leave.
Around the same time, Alexis allegedly had a run-in with a family waiting to fly home to Alabama from Norfolk International Airport, Va. on Aug 4.

I still think this dude was inspired by Islamism. I dont care if it is PC or not. Until I see proof..solid proof, otherwise, I am continuing to watch that angle.
Every single attack on our bases and recruiting centers has had an Islamic connection as I recall....here and abroad. The odds are in my favor.

Navy Yard: Swat team 'stood down' at mass shooting scene
Washington, D.C. TV station WUSA-9 broke this story two hours before the BBC:
WUSA9 has learned that a Capitol Police tactical team was prepared to enter the Navy Yard to stop Aaron Alexis -- and was ordered back to the Capitol by a watch commander.
The team was in contact with Metropolitan Police, who were pleading for help, but was turned around by a Capitol Police inspector.
Two MPD officers went in without the team, and one of the officers was shot.
