Again, are the contraception mandates then made null and void by defunding it? What happens when the Justice Department (different funding) then comes after these companies not in “compliance” with this requirement?

Good question.

I don't know but will ask some of my constitutional law friends.

I do know that adding in those provisions, as well as other pernicious "mandates" covering such things as special care that would pertain only to people who engage in dangerous sexual practices, including anal sex, drug use, and many types of sexual effects, including but not limited to FREE contraception drugs AND abortificants - drugs that produce abortions, i.e. the so-called "morning after drug," the "week after drug" that forces the uterus to expel the fertilized egg (baby in it's first phase.)

Whether or not one thinks that contraception drugs should be paid for by someone else, NO one should be forced to pay for someone else's abortion!!!
