Pickering: we did not ask about conversations with sec of state

Demonstrate done effectively
Why is he not held responsible?
Deficient?
Pickering: we thought decisions made
Meehan: he is the one who is responsible
Pickering: no dispute
Meehan: 19 circumstances – threats
He says he monitors – brought to attention – discusses with sec of state
Pickering : lodged for diplomatic security
Meehan: I struggle to understand when he himself said he is responsible
Pickering: located the decision making there
Meehan: question the conclusion
