My read is that if (God forbid) I lived in California, I could still use lead ammo for self-defense unless the Dept of Game sets hunting seasons on criminals and defines them as game or non-game species.
I think that this bill is being hyped as doing more than the language actually states.

Of course the 2nd Amendment should be applied through the 14th Amendment to limit the ability of the states to infringe upon citizens rights through the P and I clause.
Without the 14th Amendment, the 2nd Amendment would be applied against the state of California for US citizens who were not citizens of California via the P or I clause.

I thought the way I understood it is that all these bills are already law. Brown can only stop by vetoing by Oct 15. If he does nothing, then they go into affect. He doesn’t have to sign anything for it to become law.
