That would be the same infrastructure Obama and Biden were going to upgrade back in 2009 with the $900 billion dollar Stimulus Program.
But the money all disappeared into the pockets of Obama’s political supporters and those “shovel ready” jobs never saw one thin dime.

More money to bolster union jobs at shipping yards. But we need modern ports to import all the stuff that is no longer being made here in America thanks to the Oconomy.
