Wrong. It is on the far West Side of Fort Worth, a "landlocked" suburb surrounded by Fort Worth jurisdiction.
Very middle-lower class blue-collar community (now) that was once filled with residents who worked at then Carswell Air Base. Now it's mostly white and Hispanic laborers, with very little commercial property - mostly residential and industrial.
The political correctness police tried to change the name to "West Settlement" several years ago, but that didn't fly with the residents, who then voted out the mayor who pushed for the change.

It does appear to be a Thai name. But having traveled in Thailand & Indonesia extensively, it may, may be Indonesian. But I’m betting Thai.
PS: “Jose-Maria Rodriguez” would not be British, of course. But that name could be Mexican, Puerto Rican, Colombian, or Venezuelan - and all of those regions are so different in culture from each other.
