Martial law is the imposition of military rule by military authorities over designated regions on an emergency basis.

Martial law is usually imposed on a temporary basis when the civilian government or civilian authorities fail to function effectively (e.g., maintain order and security, or provide essential services), when there are extensive riots and protests, or when the disobedience of the law becomes widespread. Fundamentally it is a requirement put on civilian government when they fail to function correctly.

I don’t know any of the facts, so everything is a theory to me.

However, I wonder how many in those Latin American Countries in the last half of the last century felt when various books came out confirming that the United States Government agencies operated successful campaigns to overthrow certain leaders or to discredit certain leaders?

Any plan that involves at least two people to further a common purpose is a conspiracy, and it has been done many, many times before.

Why is it so difficult to believe that people exercising the greatest power have a plan to keep or increase that power?

It seems a fact of life in all of our business, political, religious and cultural world.

What makes it so difficult to believe, in our current environment, that two or more people could not commit an such a terrible crime for their own purposes?

Wasn’t the 9-11 attack a conspiracy?

It seems it is not hard to believe in conspiracies, only to believe that those capable of performing this kind of thing would direct it toward their own political ends within our borders.

I personally find it hard to believe that conspiracies do not occur.

This event? Only time will tell, but not our press.
