Building 197.
Bldg 197. It houses Navy SBIR (Small Business Innovative Research) program. It is in the middle of the ‘campus’ so is not a target of opportunity because other buildings would have been passed up to get to it. SBIR isn’t a huge strategic activity, more like a slush fund.
I’m guessing this is a local guy (maybe with buddies), probably Navy civvy employee of SBIR, probably Anacostia or MLK Blvd resident, lost his gruntles over some issue and went postal.
