Not simply incompetence- but ‘saving money’ by using cheaper products and/or only a percentage and pocketing the remainder.
Everything is too broken, too old and too poor to fix. Then add in the fact that S.E. LA is geographically, socially, financially and meteorologically doomed. Come and drink and puke in the streets while you can.

Just for your info, FOX 8 out of New Orleans announced tonight that certain areas of St. Bernard were found with
NO levels of chlorine in the drinking water and other areas were well below required levels.
The state is supposed to be taking action.
