So what? It’s still a relatively small minority of the black population. Round up the miscreants and move on.

We've tried that. The jails are full.

And it's not such a small minority. Wikipedia gives a 29% chance of a black born in the USA in 1991 of seeing jail time. That's not 'relatively small'.

And that means 71% won’t see any jail time. Do we damn the 71% for the acts of the 29%? And to go a little further, what were the 29% in there for? Drugs? DUI? Or violent crimes? To be certain we all recognize that blacks commit violent crimes at a significantly higher rate than whites. But it’s not like we can or will be able to use that information for much.
