I’d say the the dogs in Animal Farm best represent the EPA.

I can't quite remember what the dogs did. The pigs, of course, were in charge. The horses did anything the pigs told them (except for Mollie, who wisely left). Benjamin saw what was going on, but didn't rebel. What did the dogs do?
