Windmills primarily work for water that is less than 25 feet down. They are not reliable for water deeper than that.
and the volume flowing over Niagara Falls in 5 days.

Ain't no such thing as "cheap wind/solar unit that could power electric pumps" A 200 foot well general uses a one HP or more pump. Deeper wells require even more power. A one HP pump requires continuous power of about 1KW. When the sun doesn't shine all the time, or the wind doesn't blow all the time you need ratio the power up, and then provide some sort of energy storage. This just isn't "relatively cheap".
In the midst of DEATH VALLEY NATIONAL PARK, in Nevada, there is an aquifer of unknown size (one of the largest in the US?) called DEVIL’S HOLE.
Think outside the box. When the sun shines and the wind blows, fill your reservoir (tank or pond) with whatever water is not used immediately. Release it as needed. Not perfect, but it beats having next to no water at all. And being able to grow some crops can provide income (or reduce the cost of feeding yourself) to help pay for the system.
I live outside the box.
I have a 650 foot deep well and a storage tank. Some of my close neighbor's tanks are 20,000 gallons. I know how much energy it takes to get the water. You simply aren't going to do it with wind mills and solar panels.....Especially if you count on the water for life, and are hundreds of miles from electronic technicians.
So, if I’m hearing you correctly, there is no solution to that problem. Aren’t those folks smart enough to MOVE to somewhere more livable?
You’re not hearing me correctly. The solution is not windmills and solar panels. The solution is good old fashioned capitalism. They need a government that provides opportunities to build the kind of infrastructure that produces water and a high standard of living in West Texas and Arizona, which have the same kinds of problems.

Remember the Garamantes, who lived in the Libyan desert more than two thousand years ago. I just learned about them recently; Gaddafi discouraged archaeologists from excavating their cities while he was in charge. It turns out they had a good thing going, as long as they could dig water out of the ground, but one day the water ran out. If the Kenyans exploit their aquifiers, they had better make sure they don’t draw the water out faster than it can be replenished, or they will make the same mistake as the Garamantes.
