Sure seems like some type of drill or test. FEMA might want to see exactly what happens when the EBT cards go down.

Actually, I read that the one remaining food store in Detroit shut down. Between the theft problem and the taxes, they just decided it wasn’t possible to stay in business. According to the article Detroit was trying to get a store to move in by offering incentives, but at that time there were no takers.
