White House and State Department officials said they are open to Russia's proposal to place Syrian chemical weapons under international control and then destroy them, even though they are skeptical about the Syrians' sincerity.
"We'd have to take a hard look. Any transfer of chemical weapons to international control would be a positive development," Deputy National Security Adviser Ben Rhodes told MSNBC on Monday. He quickly added, though, that the White House was "skeptical" of the seriousness of the offer.

If Kerry, by accident stopped the war—good. He is a better leader tha Obama. jaw, jaw is better than war, war. So said a great man once.
Kerry and the rest of odumbo’s ilk will welcome such a deal so that odumbo can weasel out of making ANY decision. He will escape once more so he can lie another day.
Should Syria give up their chemical weapons, it will only give odumbo more “ego points” so he can say, “My threaten to use force against Syria caused Assad to give up Syria’s weapons in order to avoid such a U.S attack”.
I owuld NOT be at all surprised if he said something like that. Make himself look like the hero and a “strong negotiator”. Wait and see what he says.
