True, but it is the *default* condition for people who are not taught consideration for others, self discipline, civilized standards of Western civilization, and who have not found Christ.
Every child is a wild animal that has to be tamed and made to understand concern for others, civilized values, and if not self discipline, at least fear of God and retribution.
The left inherited a tremendous pool of civililzed behavior brought about by centuries of the careful cultivation of Western civilization and Christianity. They mistakenly believed that was human nature, and immediatly began squandering that legacy.
