Go to the Russians and get them to help. Explain that the only US interest is in getting control of the chem and bio weapons. Tell the Russians they can help collect them and their reward will be: Syria. A poor backward land bereft of exportable goods and filled with young, angry men who want to kill. Let the Russians have it, they will choke on it.
