We will not put American boots on the ground. We will not take over a civil war in which the United States clearly has no interest being directly involved. The key word in the first sentence is "American" boots. We have boots on the ground, they just happen to be Al Qaeda and Muslim Brotherhood.
The key word in the second sentence is "directly". We're working with the Turkish Army to run this op. So, no, not directly. Though, if you're an ambassador in Benghazi, it probably felt pretty "direct".
