The way I read that, he’s saying Israeli intelligence intercepted the communications, but he’s not saying who doctored them. I took it as a subtle hint that Obama’s minions doctored them.
It’s probably the closest he can get to saying (or even HINTING) that Bawreck and his toadies are lying their faces off to the public, without getting branded racist or otherwise losing his very well-established liberal credentials.
It would be par for the liberal course to blame Israel and easy as pie for him to do so, and he has to know he’d be backed up on such a claim. That he goes out of his way to say “I honestly don’t know (*cough*, *cough*) whodunnit” is very telling.
