You are correct, and per an opinion I have recently accepted, I believe its laundered Saudi money that is flowing into the campaign coffers of the GOP to support an overthrow of Assad. They will vote yes, because a foreign government has bribed them.
Tell your representatives to vote present and throw the responsibility back on the Democrats.
