I find it interesting that there are several very nice
hotels -within 1 block of Iberville and Dauphine streets
including the Ritz carlton- +500 per night.
Also 6AM?
Being near nice hotels means the victims potentially have more money to steal (if that was the motivation); and in NO 6am might be one of the best times (most of the late partiers are off the streets, and few early risers are up and about yet).
They should look into suing the city for the medical bills, pain and suffering, and anything else they can reasonably claim. NO advertises to get people to vacation there. If you advertise then in my view you have a responsibility to provide a reasonably safe environment.
